Post New to cryptogram, so I have this cryptogram and need people to solve

I am wonder what is the use of cryptogram. Is it to be solved? Or is it made just to hide something that you are the only one who knows the answer? If it is the 2nd one, will other people answer it?

Sorry for making you guys bored in my 1st post. Here is a monogamous cryptogram for compensation:

Is it just me, or does it seem like spies have been using our site lately to exchange encrypted messages in the forum and chat box?
